Will this work with a regular TV?

As long as your TV has an AUX audio output jack, the SoundJet R1 will work with it.

Will I get audio lag or lip-sync delays with my headphones?

Your headphones must support either aptX Low Latency or aptX Adaptive in order to eliminate audio latency. Please note that most true wireless earbuds (such as AirPods) do not currently support these audio codecs.

How are the volume levels?

You should be able to reach sufficient volume levels by adjusting the volume on both the SoundJet R1, your headphones, and / or the audio source.

Can I connect my phone to the SoundJet R1 via Bluetooth?

No, as a transmitter, the SoundJet R1 is designed to only connect to audio devices (such as your headphones or AirPods) via Bluetooth.
